Soak the beans with a green bell pepper in water for 8 hours or overnight. Then boil the beans, peppers and water. Simmer gently at low temperature for 1 1/2 hours with the lid closed until the beans are almost cooked. To prepare a sauce, called sofrito in the same way, leisurely blend the other garlic, peppers, onion, bay spice, oregano, cumin and a bit of cooking water in a hand mixer until a smooth cream is formed. Add the sofrito to the beans form and let it bubble up one more time. Reduce the heat to low on the spot. Add vinegar, salt, wine and sugar and let the mixture simmer gently without a lid for about 2 more hours, stirring occasionally, until the consistency thickens. You can add olive oil to taste just before serving. Serve the beans with steamed long grain rice. A perfect meal for cold winter nights!
